We use Red Rover to handle our Class Covers, so our teachers are also in Red Rover as substitutes

If we want to target a Bulletin Board post, we'd like to be able to target the post to our substitutes, and not include our "class cover" subs. They have a different permission set, so having this filter would be beneficial.
