This is feature is available!
Settings > Permission Sets> Default Employee > and change "Substitute Preferences" to "Favorites & Blocked"
If you'd like to require that a note be added, you can do that within Settings > Absence and Vacancy Rules > Under "Blocking Sub" check "Require a note when blocking a sub"

We would not want our staff to block anyone without some review. It would be great if there was a review "button" in RR so there could be feedback on the sub. This feedback could be forwarded to school admin or central staff admin.

Scott Fitzpatrick: Yes! Great idea! I think HR would need to know why a sub is being blocked. It will protect the sub as well in case it was done in error or for personal reasons.

Several of my teachers have also requested this feature. If it was offered, I would want to be sure we have a setting where they have to put a comment. That way when someone is blocking a parent of one of their students, we know we can unblock them later. Or we can see the trend of why a certain sub keeps getting blocked.

That being said, my current process is that the teacher or their building secretary need to email me the reason why they don't want a particular sub in their Classroom before I will block them.

Agree. The sub may be good but not for a particluar classroom.
