Could we please have the ability to EXCLUDE a post for Subs that have a certain Attribute?

For example only folks with a certain licenses are qualified to work in a position I am about to amplify on the Bulletin Board. I would like to exclude folks that have a "restricted" license from even getting this notice. Thanks for considering.
