it would be nice to be able to share reports with an individual versus a permission set. So, instead of adding view and edit access just by permission set, having an option to have share it with one person or multiple people who have different permission sets. We do have instances where people in the same permission set do not need access to the same reports.

Sometimes if just one person needs the report, I'll impersonate them and create the report as them. It gets a little unwieldy if you need several people to have access to the report, but it's a workaround for the one-offs.
