Crossing over absences into new months

Can there be a block to employees trying to enter one absence over different months? for example March 31 they can't put April 1 on the same one, etc.

or by pay period? OR (even better) if this ability can be managed by permission sets? Ideally, an admin can enter the absence for as long as necessary (FMLA leave, etc.) but the employee is limited to the pay period/month?
