Ability to not be able to use leave balances until a certain date

We have contracts that state employees cannot use paid leave until after they have completed their probation period. Right now, we have to remember when each employee reaches probation to add leave banks to them. It would be nice to be able to add their leave banks when they are hired and set a date that they are not able to actually use or create an absence for those absence reasons until then.

This would be a nice feature. We have a couple of contract groups that earn vacation time but are not allowed to use it until they have been employed for 6 months. Currently, we have to remember to add the vacation to Red Rover when they hit the 6 month mark. It would be nice to be able to add it at hire and they could see the balance but just not have it available for use.
